I would say the latter, the bloke clearly had a free run at the PM although one officer did intervene right at the death but this could have been enough to stab him or something. Very slack by the looks of it and they are brushing it off as "Nothing Sinister"...luckily it was not !

Yes, I read the "de-arrested" bit. New word to me.
On the security front, I hope some butts will be seriously kicked over this. Whatever your politics, you can't think it good that the PM can be so easily attacked. That could have been some radical nutter with a knife or a gun.

Happens all the time and is 30 years old. Watch more Traffic Cops.
Criminal Evidence Act 1984, to "de-arrest" is to allow that "a person who has been arrested under any act of law at a place other than a police station, shall be released before reaching a police station if a constable is satisfied that there are no grounds for keeping him under arrest".

ie, we would stick him in a police cell for the night but they are all full of drunks so he can go home.
