Have they actually signed Grigg? Bid was accepted late but it's not confirmed anywhere... And the moving on of one of their top earners fell through.

They're waiting for EFL approval that the deal can go through so as of now Grigg is still a Wigan player.
Everyone says David Beckham is not very intelligent. No-one says that Professor Stephen Hawking is a rubbish footballer!

Estimated value of the whole Pompey squad at the beginning of this season was £4.9 million!

There is an argument to be made to say that parachute payments should only be used to pay off the contracts of those players already registered at the time of relegation, up to the maximum value that they currently give.
