Harry, and all other managers, ask if they can sign a player. The financial controller, whether that's the owner or not, says yes or no.

Surely as a manager he must know the basis of the fair play thingy that was brought in to stop clubs vastly exceeding incomes. Dont fall for the "I dont know nuffink about that" stuff he's reported to have said about Brum now they're having points deducted because of it.
