Good summary of the Jonathan Talor QC report into the demise of Bury in today's Guardian (by David Conn, top reporter on football and finance).

From our POV, the relevant part is where he discusses the fact that the rule limiting L1 clubs to paying 60% of turnover on wages (50% in L2) can be bypassed by counting all money injected by owners as separate and available to spend on wages. Hence, Bury were paying 140% of turnover on wages. It explains, if you didn't know, how teams like Peterborough and Fleetwood can pay wages way beyond what they can afford.

Obviously, as Portsmouth supporters, it is dfficult to get holier-than-thou on such issues, but it is worth bearing in mind when talking about where Pompey "should" be in the league.

Another hypothetical question. If the season is cancelled due to the virus and deemed null and void (i.e no promotion and no relegation) would Bury have a strong case for claiming that they should be re-instated into League One?

The problem with relating turnover to salary is it seems too easy too cheat a la Man Cheaty.
You just allegedly sell a luxury box or 12 to yer Arab chum who allegedly pays 10 mill a season for it.
Div III. Call it what it is.
