From our POV, the relevant part is where he discusses the fact that the rule limiting L1 clubs to paying 60% of turnover on wages (50% in L2) can be bypassed by counting all money injected by owners as separate and available to spend on wages. Hence, Bury were paying 140% of turnover on wages. It explains, if you didn't know, how teams like Peterborough and Fleetwood can pay wages way beyond what they can afford.
Obviously, as Portsmouth supporters, it is dfficult to get holier-than-thou on such issues, but it is worth bearing in mind when talking about where Pompey "should" be in the league.

Another hypothetical question. If the season is cancelled due to the virus and deemed null and void (i.e no promotion and no relegation) would Bury have a strong case for claiming that they should be re-instated into League One?

The problem with relating turnover to salary is it seems too easy too cheat a la Man Cheaty.
