Club Statement
On the Official site now
Trevor Birch, PKF partner and joint administrator of Portsmouth Football Club, has released the following statement:
“I realise that many supporters are concerned about the size of the squad ahead of the start of the new season.
“I’ve been working with Michael Appleton and the coaches to ensure that we have enough players to start the campaign, regardless of what happens off the pitch over the next few days.
“If a new owner is not in place shortly, then we will use a combination of players from the development squad and players signed on non-contracts [effectively short-term deals].
"We’re also talking to the Football League to see if there’s any additional support that they can give us until the ownership situation is resolved.
“This is not an ideal situation, but we’re doing as much as we can in incredibly difficult circumstances.”

What is the status of the "Non-Contracted player" given the status is not a loan from a parent club but no player may play for more than two clubs in a season?
Some of the more experienced players, who we can assume are on larger salary offers, may not want to give away "one of their club options" this season so cheaply especially given the timing of the reduction in Portpin's budget.
The other factor is that the League Cup (CapitalOne Rumbelows Milk Carling CocaCola Cup) includes cup tying of players, and limits the ability to establish oneself in a team.
If it is all free and we can simply sign the soon to be Pompey Players on a week long rolling contract, it is a situation open to abuse! Saving Clubs paying any sort of long service bonus, limiting the ambition of the squad depending on injuries and there replacements, both, short and longer term.
Also, will Pompey be fined for playing a "weakened" team either Tuesday or more likely Saturday and the following Tuesday. Compared to a finished squad, playing a team of Academy players would present Bournemouth and Colchester with a distinct advantage.
No matter how things pan out, I would be amazed if the League top knobs were not monitoring us scrupulously, with the prospect of a further penalty... more points deducted, away kit of "skins", no offsides in the month of November or something similarly random.

I see little in this way of contracting that is of appeal to the players. It seems that once we are register them they are tied to the club until will we agree to release them or the end of the season unless they successfully appeal to the FL
FL Rules wrote:56 Registration of Non-contract Players
56.1 The registration of a Non-Contract Player will be valid only for the Season in which the registration form is signed.
56.2 A Club may only register a Non-Contract Player (subject to the provisions of Regulation 41.5) during a Closed Period if he is an Unemployed Player.
56.3 A Non-Contract Player's registration will expire at the end of the Season which for the purposes of this Regulation, will be deemed to be the third Saturday in May or within four days of the Club's last match of the Season, whichever is the later. After this date the Player may sign for another Club for the following Season or he may choose to re-sign for his former Club.
56.4 A Club wishing to immediately re-sign a Non-Contract Player should include his name on its Club List of Players for the following Season and notify the Player of its intentions in accordance with the procedure laid down in Regulation 66.
56.5 A Club will only be entitled to seek a Compensation Fee for the loss of a Non-Contract Player's Registration who is an Under 24 Player if such Club has made the Player a written offer of terms to become a Contract Player prior to the expiration of the Registration or for other reasons satisfactory to the Board. The amount of such Compensation Fee shall be agreed between the two Clubs concerned or in default of such agreement should be determined by the Professional Football Compensation Committee on the application of either of such Clubs.
57 Termination of Registration of Non-contract Player
57.1 The registration of a Non-Contract Player may only be terminated during the Season as follows:
57.1.1 by mutual consent of Club and Player, the details of which must immediately be notified in writing to the Secretary, with a copy to the Player; or
57.1.2 by the Board if in its absolute discretion it determines that the Player has not played in the class of match which his ability warrants; or
57.1.3 for other reasons satisfactory to the Board.

Goalkeeper Simon Eastwood has joined Pompey on non-contract terms.
His signing makes the 23-year-old eligible to play in tomorrow night’s Capital One Cup game at Plymouth Argyle.
The former Huddersfield, Bradford and Halifax keeper has been training with the Blues since the start of July.
Eastwood was among a group of triallists who travelled to Spain for the club’s pre-season training camp, featuring in the 4-0 defeat at the hands of Gibraltar.
He also played in the wins over Bolton and AFC Wimbledon.
