You didn't just dream it. I'm pretty certain that I saw that guy you're talking about selling The Big Issue, possibly at Waitrose, Marmion Road a few years back.

I vaguely recall windscreen washers becoming compulsory around 1971. Blimey! that's nearly 50 years ago.
