The Snooze are reporting that we're confident of having McGeehan back on loan this season, not signed permanently because of the wage cap proposal. I guess that might change if the wage cap thing gets kicked out.

I've not been following the transfer market but are how are other clubs in the league doing so far? Is it just a general lack of movement at the moment or are we flagging behind other clubs?

My general impression is that more players are being released than signed. Wage cap or not, clubs are going to have to reduce squad size and wages with no guaranteed income for 2020-21.
Even players that you would expect to be snapped up, albeit at a lower level, are not getting signed. It is a pig of a year to be a free agent. I wonder if, as the season approaches, we will see good players sign for lower than wanted wages on a one year contract and hope for better things next summer.
Pompey are not in a bad position compared to some teams. Even if we just signed/re-signed (for example) Raggett and Brown we could turn out a decent team. Add on a couple of subsidised loans, and get through until the situation is clearer.

I'm not confident we will 'sign' anybody!! Reckon we will go for lesser known loans and possibly McGeehan plus Ragget (although that move has gone very quiet)...also think Brown and Curtis will leave. Our whole management team are super negative and not prepared to spend any money on players or change of manager.
Think next season will be very mediocre and we will finish 8 to 10th place.

Don’t forget there is currently a transfer window loophole in place up until 06th August. Whereby any free agent can be signed, but do not have to abide by the salary cap proposals or at least a percentage thereof.
It’s a gamble hence why some clubs like Blackpool and Bristol Rovers have been more active in the market than others. Our management’s conservative approach are quite rightly not going to take that financial risk.

I think you are being over-negative. I don't know if that is driven by anti-Jackett/owner feeling, but I would expect to see us in the play-offs again.
Looking at the squad we have, I have included [players we have been heavily linked with] as we will need them or similar, and also noted (players that can cover multiple positions), but not Academy players. It would leave us with only 16+[3] players, and still short of LB cover, so not much room for injury/suspension absences. However, you could still pick a team that would be comptitive in L1.
GK: Bass, MacGillivray
RB: Bolton, (Evans)
LB: [Brown]
CB: Downing, Whatmough, [Raggett], (Naylor)
DMF: Naylor, Close, Morris, [McGeehan], (Evans)
AMF: Harness, Williams, Curtis, Evans, Cannon
CF: Harrison, Marquis, Hackett-Fairchild
