I think he's just getting to grips with media appearance protocol. If anything, the buffoonery is masking the stupidity.
He's double bluffing - using eccentricity to make people think he's actually quite intelligent whereas, in fact, he's a twerp with little grip on political realities.
Having said that, I would love him to be the new Tory leader just for the mirth it will provide.
Do not be fooled - he has the worldly wisdom of a single cell organism.
...and, in respect of those who would cry "Evidence!", of course I have no factual basis for these comments but I do know a kn0bhead when I see one.

People want to feel good about themselves and occasionally pointing out something to be optimistic about/proud of is needed, instead of this endless depressing pragmatism.
The unsung master in that article is Salmond who has been using optimism and pride as the centrepiece of his highly successful politicking for many years now. He's an ideological adjustment from being a landslide-winning Labour PM...
