How come practically every winning jockey is Irish?

Out of the 35 races at Royal Ascot last week, the winning jockey nationalities were:
17 English
10 Irish
4 Italian
2 Scottish
1 USA
1 Danish

Ryan Moore (English) had 6 winners and Frankie Dettori was next best with 4 winners
