Network Rail has statutory duties to ensure the rail infrastructure and stations are safe for the public, and that includes on match days. Network Rail is due to be replaced by a new body (Great British Railways) in 2024, so most likely the people dealing with this are kicking this issue in to the long grass as pretty soon it's someone else's problem.

That's very true - the club know full well that the council won't give them planning permission without an alternative route from the station, and Network Rail will also know this - bit of a Mexican stand off.
