So the Department of Transport needs to be convinced to cough up.

NR wont even cough up for their share of a feasibility study. Until that happens there will be zero progress. Thats the crux of it sadly.

I reckon the feasibility study will go ahead irrespective. It's easier to show one party up as being a blocker when you have shown what you are wanting to do is feasible.
