Lowe > Curtis
Looks like a late deal for Blackburn to sign Lowe from Swansea.
They were one of the more likely destinations for Curtis.
Given the choice between the two, I know who I would prefer. Sensible choice being made up there in Lancashire.

Probably a stupid question, but does the player have to actually be in the country for a deal to take place?

Selsey I think the only issue I could see a problem with is the players medical as far signing that can be done electronically docusign as example but thats just a guess

Seems logical, but with regards to all these late late deals that take place on deadline day, what do they all do about medicals?? a deal can't be put through subject to a medical. it is up to a club (and their insurers if they want the player insured) to decide if they want a medical or not. It is rare, but it has happened, that a deal has gone through without one.
A recent article on the bbc said Man City bought Benjani from Pompey without a medical because it was too late in the day when he arrived at City on transfer deadline day to hold one and get the papers submitted/registered.

In terms of talent, yes Lowe is better than Curtis.
In terms of their attitude when wanting to leave the club, Curtis >>>>> Lowe.
Lowe was petulant, stopped trying in training, even stopped trying in the pre-season friendly. Curtis has retained the right attitude, in not pi$$ing off his current employers, just in case the deal didn't happen.

Curtis not selected again tonight looks as if Mc Lean is playing much better he needs to pick himself up and show what he can do
